Date range for Tempo Team linkage to a folio

When you align a Tempo team to a folio for a specific percentage of time, there needs to be start and end dates available. If a folio is used for year's budget it is a given that the teams allocation is going to change. Since there are not date available we can't use the Tempo team when the percentage of allocation changes. When managing the allocation of a staff over 250 this is required. This is missed functionality vs an enhancement.

    This is a must have when you have teams that change focus across the fiscal year. We need the dates to be used to control the allocation for a specific time.
