It should be possible to remove the option to add "expenses" to jira issues.
While using tempo timesheets the main use case is to log work on issues.
Adding expenses should be an optional part, since many users do not use this and it can get confusing to have the possibility in issues.

And we need the reverse, i.e. the ability to allow expenses while blocking time.
Distinct Permissions and/or Properties and/or etc. prove essential.
