Allow to send vacation requests notifications to users other than approver in Planner

Create a functionality where a notification with information of an approved vacation request would be sent to more users than just approvers. This would help HR teams to be aware of the planned vacation and track it against the vacation allowance.

    We have a similar requirement that would be satisfied by this idea - we are looking to notify a group of scrum masters whenever a user will be out on vacation
