Prevent logging time on an unlinked Account

Logging time on an issue doesn't check if this account is linked to the issues's Jira project. Tempo need to check if this account is still linked to this project, otherwise there is not point on unlinking an account from a Jira project.

Users are also able to create new issues using this unlinked account by creating a clone of an existing issue which already have this account set.
