The suggestion of adding the following propriety: jira.permission.work --> value: false did not work when tried, if anything when re-loading an issue an error window popped up and the Tempo grid wouldn't load.

I confirm the suggestion of Serguei does not work on data center.
I tried the following properties :
jira.permission.work - false
jira.issue.editable - false
jira.permission.work.denied - true
None of them prevented me to plan time on the issue.
The suggestion of adding the following propriety: jira.permission.work --> value: false did not work when tried, if anything when re-loading an issue an error window popped up and the Tempo grid wouldn't load.
It's already possible and independant from Tempo.
In your workflow when transition is made to the closed status, just add the following propriety: jira.permission.work --> value: false.
No need to ask for developpement ;)
