To prevent overplanning, in terms of submitting a plan that exceeds a users workload scheme, it would be very helpful to have the ability to prevent such plans.
In detail: If a user tries to save a plan (e.g. in the planning view) that exceeds the workload scheme of the user, the "Plan time" button should be disabled. This feature should be configurable in general Tempo settings and should work without enabling the plan approval feature.

I agree, this will also solve the below issue:
when I assign individual holidays or days off by assigning an issue or by creating a manual ''plan time'' to the source, the ovelapping Task’s workload are still divided / distributed to those days off, which corrupts the remaining workload of these overlapping tasks.
