Create notification management feature

We are seeking the ability to create notifications that go to designated members of our team for any specific system event. For example, one manager might like to receive a notification when time gets logged to a billable account, and only to such selected accounts. Ideally, the feature would allow the user organization to manage who gets a notification for specific types of activities.
