Right now the email scheduler does not consider a user's start date and creates confusing email reminders

Currently, the email scheduler does not consider a user's start date. Once the user has been added to a workload scheme, they will start receiving emails even though their starting day might be weeks in the future. Those email notification confuse staff on whether and how to fill timesheets for the weeks prior to their start date
