In my opinion it is not intuitive and makes tempo hard usable in some organizations. Imagine our situation: the manager heeds to review all worklogs, but doesn't have to have access to all projects (via the Browse Projects permission). Only to those his workers work in. How to achieve that?
With current Jira/Tempo features I suppose we have two options, both are far from optimal:
* allow all managers to Browse projects in all projects - very undesirable
* allow them to do so by every single project where one of theirs 30 or so employees work in - hard to maintain.
Please, find some way to improve that

For us, the functionality that we had in earlier versions of Tempo Timesheets would be sufficient: the manager would see a line "No access" with accumulated worklog information from all projects he/she doesn't have "Browse Project" permission in.
