It is important to have an administrator account that has visibility into all Cost Tracker projects. On the one hand, to be able to change the administrators in case a person leaves the company. And on the other hand to be able to work with the APIs in all projects.
Yes, finding it difficult to comprehend that an Admin function does not have visibility of ALL Projects. I would have thought that this would be a fairly basic requirement in the tool.
It would be absolutely beneficial to have the ability to manage programs (sets of projects) and derive finantial conclusions based on aggregated metrics from them.

But it would be interesting that the admin user could see approve or reject hours, I think this functionality is very important.

That would be great. It is very difficult to manage large amounts of projects and to distribute work without this feature.
Indeed, it is a pain to have to manually share cost tracker projects with individual users. Perhaps adding the ability to share with a user group?
This is important to do when managing a portfolio of projects and a group of PM's, without them having to explicitly share projects.
