Send scheduled emails if a team member doesn't work a percentage of a working day

When you only want to send scheduled notifications to user that didn't filled all the required hours in Timesheets, it would be great if you could introduce a percentage that is enough for you. For example, if a team member has written down 90% of his weekly hours, I wouldn't like to send him the email because I understand that some hours have been "lost".
